1、 Clarify management responsibilities

The laboratory shall specify the person in charge of safety and the management department of inspection consumables. The management department shall formulate corresponding purchase, storage and use procedures and corresponding assessment system. The department using consumables shall specify its own safety responsible person and consumables management personnel.

2、 Classification of inspection consumables

Inspection consumables include reagent consumables and non reagent consumables.

Reagent consumables include:

Chemical reagents, reference reagents, reference materials, laboratory water, microbial culture media, test kits, solutions or solid mixtures prepared with related reagents, etc.

Non reagent consumables include:

Glassware, experimental gas, special consumables for instruments, filter paper, rubber products, etc. The inspection consumables have explosive, flammable, toxic, infectious, corrosive, radioactive and other dangerous characteristics. During transportation, storage, use and disposal, the articles and precursor chemicals that are easy to cause personal injury, property damage or environmental pollution and need special protection become "dangerous goods". The list of dangerous goods shall be determined in accordance with GB6944 Classification and Name Number of Dangerous Goods, Catalog of Highly Toxic Chemicals and Catalog of Classification and Varieties of precursor chemicals.

3、 Management requirements

1. Specify procurement plan

The laboratory should make a purchase plan and purchase according to the plan. However, some laboratories do not have a purchase plan and purchase supplies at will. On the one hand, it increases the workload of acceptance, on the other hand, it causes unstable factors for the quality of testing work. The procurement plan shall be comprehensive and full, and shall specify the name, specification, level, quantity and procurement effectiveness of consumables. If there is a shelf life, the shelf life must be filled in, and whether certificates and other supporting documents are required. If dangerous goods are involved, they shall be countersigned by the laboratory safety director.

2. Implement procurement

Establish and improve supplier files, keep at least three suppliers of the same type of supplies, investigate and evaluate the qualification, reputation and varieties of suppliers, and ensure the economy and quality of the procurement of supplies. The quality of supplies must be put first; Evaluate and record suppliers regularly according to the procurement situation, and screen qualified suppliers through long-term cooperation. During the implementation of the purchase plan, inquiries are made from qualified suppliers. Generally, inquiries are required from more than two qualified suppliers. After the supplier is determined, the purchase contract is signed.

3. Consumables acceptance

The acceptance of consumables should be comprehensive and targeted. The links that may affect the inspection quality should be inspected practically to eliminate the factors that affect the inspection work. This is also the accumulation of laboratory experience and lessons. The management department is responsible for the acceptance of the specification, level, quantity, shelf life and quality certificates of consumables. The user department is responsible for the acceptance of the quality of consumables, and shall formulate corresponding documents to guide the acceptance of key consumables.

For example, graduated pipettes, measuring cylinders, volumetric flasks and other measuring glassware consume a lot in the laboratory, so it is impossible to verify every glassware in our actual work, but at least one set of calibrated glassware should be reserved for comparison and acceptance of purchased measuring glassware to ensure that the accuracy of purchased glassware is within the controllable range;

For hydrochloric acid, nitric acid and sulfuric acid used for trace element detection, check whether they have background interference through instruments; The organic solvent used for chromatography shall be checked by the instrument to see if there is interference at the peak of the measured target; Microbial culture media can be accepted through negative or positive control tests; The laboratory water can be inspected and accepted according to the national standard GB6682-2008 Specifications and Test Methods of Water for Analytical Laboratories.

Misunderstandings are easy to occur in the purchase acceptance work. Some laboratories accept supplies in a formalistic manner, while some laboratories accept a brand once it is qualified and think that the purchase will not need to be accepted in the future;

Some laboratories believe that well-known reagents produced by large factories are no problem and are suitable for all testing work. In fact, even the best products have a fluctuation range of qualification rate and quality indicators. However, we believe too much that the product quality of the enterprise is 100% and neglect the acceptance, which is extremely irresponsible for the testing work and will bring certain risks to our testing work. Therefore, the consumables that have not been accepted or failed to pass the acceptance shall not be put into the warehouse, and the consumables that have passed the acceptance shall be put into the consumables warehouse, and the inventory account shall be established.

4. Consumables collection

When receiving consumables, the management department and the user department shall hand over the consumables and make warehouse out records. The principle of demanding, measuring and recording, and returning the remaining toxic substances shall be strictly followed. Bottled consumables shall be kept in a certain inventory at the place of use, and the user department shall return the old bottles (empty bottles) to the warehouse when collecting new consumables. Empty bottles returned to the warehouse shall be handled by a qualified unit entrusted by the laboratory.

4、 Consumable warehouse management

The consumables warehouse shall have detailed warehousing records, inventory records, ex warehouse records and return records to ensure that the accounts are consistent with the facts. Prepare electronic documents of inventory consumables and update them in real time for use and management personnel to consult.

Classified storage according to the characteristics of consumables;

The highly toxic products shall be stored separately by two persons and two locks;

The oxidizing substances and reducing substances are stored separately;

The organic and inorganic categories are placed in different areas;

Solids are above, liquids are below.

According to the storage requirements of consumables, configure safety facilities, monitor the environment of the consumables warehouse, and fill in monitoring records to ensure that the environment meets the requirements. Strengthen the management of dangerous goods, implement double person double lock for highly toxic goods, measure and receive, and return the surplus. Open fire and other non consumable items are strictly prohibited from entering the warehouse.

5、 Consumables usage management

When using consumables, attention should be paid to protecting the label identification of consumables to prevent pollution and damage of labels. If special requirements are required for preservation, the preservation requirements shall be met and relevant records shall be made; Pay attention to the effective use period of consumables. Consumables shall be used within the validity period. Consumables beyond the validity period are generally treated as inspection wastes to prevent misuse.

After the reagent is taken, the bottle mouth shall be effectively sealed in time to prevent the reagent from polluting the environment or causing safety accidents due to its failure or overflow. Empty reagent bottles shall be returned to the consumables warehouse after they are used up. Empty reagent bottles shall not be disposed of or discarded at will. The prepared reagent solution shall meet the specified requirements, and shall be written and labeled in time. Appropriate containers shall be used to store reagents, and volumetric flasks, graduated test tubes, etc. shall not be used for long-term storage and preparation of solutions. The gas cylinder used for experiment shall be fixed as necessary to prevent falling and causing accidents; When replacing gas cylinders, pay attention to leak detection at valve connections.

6、 Inspection and assessment of inspection consumables

The laboratory shall conduct necessary inspection and assessment on the management of consumables. Clear requirements and control shall be made for the key points of problems easy to occur during the storage and use of consumables, and regular supervision, inspection and assessment shall be carried out. Cultivate good and standardized usage habits of consumables, guide the management of inspection consumables to carry out orderly and reasonably, and ensure the safety of experiments and the accuracy of inspection data.
