June 2015: the EU issued directive (EU) 2015 / 863 in its official gazette to amend Annex II of RoHS 2.0 (2011 / 65 / EU), and officially listed four phthalates (DEHP, BBP, DBP and DiBP) in Annex II of RoHS 2.0. So far, there are ten restricted substances in Appendix II. This amendment shall enter into force on the 20th day after the announcement in the EU Gazette, and each member state shall translate the directive into its own decree before December 31, 2016.

The following 10 restricted substances will come into effect on July 22, 2019 (ROHS test items and regulations require that the content in each homogeneous material shall not exceed the following limits):

1) Lead (PB): < 1000 ppm

Lead is commonly used in solders, lead-acid batteries, electronic components, cable sheaths and cathode ray tube glass in the electrical and electronic industry.

2) Mercury (Hg): < 100 ppm

Mercury is a metal widely used in the production of electrical and electronic equipment, mainly in batteries, switches and thermostats and fluorescent lamps.

3) Cadmium (CD): < 100ppm

Cadmium is used in electronic equipment, automotive batteries and pigments.

4) Hexavalent chromium (CR VI) < 1000ppm

Although some forms of chromium are non-toxic, hexavalent chromium can have toxic effects.

5) Polybrominated biphenyls (PBB): 1000ppm

These are flame retardants in electronics and electrical appliances. They are found in indoor dust and air through plastic evaporation.

6) Polybrominated diphenyl ether (PBDE): < 1000 ppm

These are also flame retardants in electronics and electrical appliances. The burning of printed circuit boards releases toxic substances.

7) Di (2-ethylhexyl) phthalate (DEHP): < 1000ppm

These are used to soften PVC and vinyl insulation on wires.

8) Benzyl phthalate (BBP): < 1000ppm

These are used to soften PVC and vinyl insulation on wires.

9) Dibutyl phthalate (DBP): < 1000ppm

These are used to soften PVC and vinyl insulation on wires.

10) Diisobutyl phthalate (DiBP): < 1000ppm

These are used to soften PVC and vinyl insulation on wires.

Implementation date of four new phthalate control:

Considering that it takes some time for enterprises to meet the new requirements for hazardous substances, the corresponding transition period is specified in (EU) 2015 / 863:

l) From July 22, 2019, all electronic and electrical products exported to Europe (except medical and monitoring equipment) shall meet this restriction;

2) From July 22, 2021, medical equipment (including in vitro medical equipment) and monitoring equipment (including industrial monitoring equipment) will also be included in the control scope.

In addition, for toy products belonging to electronic and electrical categories, the contents of DEHP, BBP and DBP still need to be controlled in accordance with the requirements of annex x VII of REACH regulations.
